摘要 鉴于目前我国高等级道路事故多点 (段 )通常是车辆实际行驶车速远高于“设计车速”的道路路段这一共同特征 ,从道路使用者的角度 ,提出评估道路路段的交通安全性时应引入“道路认知安全性”这一新评价指标 ,并从人 -车 -路 -环境系统安全考量 ,对道路的“设计安全性”和“认知安全性”进行了初步定义。在此基础上 ,分析了道路认知安全性指标与道路实际安全水平的定性关系 ,阐述了道路的认知安全性评价模式在贯彻“以人为本”的道路设计新理念以及在科学分析道路事故多发点成因等方面的重要意义。 This paper aims to propose a new evaluation index known as road recognized safety index to improve the road traffic safety evaluation. The common characteristic of traffic accidents is the black-spots of the domestic express highways where the practical driving speeds for most drivers are much faster than they are allowed. Besides, from the point of view of desirable control of the relation between the driver, the vehicle and the road, the environment system safety, the road design safety and the generally acceptable safety rules are to be defined primarily. Starting from this basis, we also analyze the qualitative relation between the index of road cognized safety and the actual safety level of the road, which indicates the significance of the road cognized safety evaluation mode in carrying out new humanistic road design theory and in scientifically analyzable traffic accidents' causes on the road black-spots. Finally, a pilot plan of road cognized safety evaluation is also put forward.
