摘要
审视改革开放 2 0多年的发展轨迹 ,江苏省社会经济发展取得了令人瞩目的成绩 ,连续 12年保持 10 %以上的高增长率 ,创造了占全国 10 %左右的GDP ,但也付出了沉重的资源、环境、人文代价 ,并越来越受到其强烈约束 ,迫切需要树立以人为本、全面、协调、可持续的发展观 ,实现发展理念、增长方式、综合决策、资本运作和经营机制的根本性转变 ,全面推动可持续发展战略的实施。
Tracing the reform and open policy development track in recent 20 years shows that the great achievements in social and economic development had been made in Jiangsu Province. It has kept high-speed economic growth of more than 10% in successive 12 years and created about 10% of the national GDP, but all at the heavy costs of the resource, environment and humanity, and it is now beginning to fall under their intensive restrictions. Hence there is an urgent need to develop an all-round, balanced, and “putting people first', sustainable development concept and to bring about radical changes to growth model, economic growth style, comprehensive decision making, and fund and capital operating mechanism, in order to boost the realization of sustainable development strategy.
