摘要
行政区划体制是政治体制或行政体制的一个重要组成部分 ,在不断推进政治体制和行政体制改革的今天 ,我国现行行政区划体制同样日益暴露出越来越多的弊端 ,必须积极地、创造性地对我国现行行政区划体制进行改革。然而 ,在行政区划体制改革问题上 ,却不同程度地存在着“改革激进论”和“改革缓行论”两种不正确的思想认识。对此 ,我们应从理论与实践相结合的角度 ,即从行政区划体制改革的特殊规律和我国当前的改革环境两个方面进行现实主义的分析 :我国行政区划体制改革何以可能 。
Administrative regionalism system is one of the important components of the political system or administrative system. With the improvement of the innovation of political system and administrative system, more and more abuses expose in the active administrative regionalism system in our country. We must reform the active administrative regionalism system in an active and creative way. However, there are two kinds of incorrect opinions about the innovation of administrative regionalism system nowadays,one is “radical innovation theory',and the other is “slow innovation theory'. Therefore we should combine theory with practice and realistically analyze the administration regionalism system innovation and the reform environment.
