摘要
全面建设小康社会的重点是农村小康建设。实现农村小康诚然需要全党全国人民的共同努力 ,但作为农民条件的内在素质必须引起高度重视 ,农民内在素质的提高才是真正意义上的“质变” ,是实现农村小康的必然选择。因此 ,应采取措施 ,全面提高农民的素质。
Focal point of building the well-off society i n an all-round way is the rural well-to-do level construction. Although the rural well-to-do level needs the whole Party and national people's joint efforts trull y, peasants' inherent quality must be paid great attention, which is the inevita ble choice of rural well-to-do level construction. So, we should take measures t o improve peasant's quality in an all-round way.
