摘要
本文在分析资源型城市成长动力和基本特征的基础上 ,提出了城市可持续发展的措施。论文指出 :国家分阶段、倾斜式投资是资源型城市成长的关键 ,并由此造成了一系列的问题与矛盾 ,具体表现为 :工业地域组织上“孤岛性” ,企业运营机制替代城市运作机制的城市管理模式 ,城市基础设施为企业服务的先行性 ,城市地域结构的两大“板块”特性等。由于资源枯竭、产业结构刚性和环境容量 (尤其是水资源 )的约束 ,使得资源型城市的发展受到严重的制约。因而其可持续发展的重点在于防止资源枯竭所引发的支柱型产业的衰退。围绕主导产业组群 ,对现有产业结构和资产存量进行调整 ,同时延伸主导产业链 ,衍生新的生产协作链 ;发展高效节水农业和第三产业 ,加强矿产资源型城市与区域的融合度 ,解除区位被动性和经济的孤岛性 ,提高区域竞争能力 ,并有针对性的进行市区及矿区环境建设。
This research ,taking the mineral-resource-basedcities—JiaYuguan、JingShang、YuMen and BaiYingas a case,analyse its drive-force mechanism and basis characteristics. It is pointed out that the unevenly national investment played a very important role for the mineral-resource-basedcities,and caused a series of problems and contractions .Urban economy are divorced from the local economy ,and represent a outstanding isolation. Its industrial structure are depended upon the resource exploitation.Operation mechanism of companies replace the urban administrative methods,Urban infrastructures are prior to the large state-owned companies. In the urban inner territorial structure,industrial landscape clearly differ from the urban live-landscape. Restrained by the un-renewable mineral resources 、arid environment, especially water resources ,cities are confronted with many difficulties. For the purpose of sustainable development ,the most importanthing is the prevent cities from economy recession caused by the exhaustion of the un-renewable resources. So it must to develop the other manufacture sectors, adjust the industrial structure according to the market demand .At the same time, restore and reestablish the eco-system of the city and the mine deposit.What makes a resource-based city , changing from its preliminary, rough processing to high value-adding and efficiency industries, from extensive operation to the intensive ,and developing on the high and new technology, will be the starting point of this article.
