摘要
高度集中的举国体制和以科层制为核心的组织结构及其管理模式为近20年中国残疾人体育的快速发展起到了重要作用。残疾人体育自身的发展以及外部社会环境的变革导致传统的组织结构与管理模式呈现出明显的不适应性。本文分析了现行组织结构特征及关联影响因素,客观评价现行管理组织结构以及管理效能、效率,提出了进行组织结构改革的依据。
Milestone events have described and provided the overall and periodical development feature of P.E for handicapped people. The reform on organizational structure has a big effect on the popularization of physical education, competition system, training system, team build-up, etc. At the same time, these factors confine the structure effectiveness, operational system and managerial power. Currently, there are many problems emerging in organizational structure management of P.E. The factors which affect organizational structure are the environment factor, the objective of the organization, the function scope, technical department, etc.We find some flaws of organizational structure, the allocation of human resource, integration and coordination. There is no big assessment difference from different department; there is less comment on the provincial executives than in the middle level administrative personnel. The management style of Olympic administrative of P.E for handicapped people belongs to linear functional organizational structure; the weak point is that it reacts slowly to the changing environment, less effective information flow.
