摘要
以新疆为例论述了我国西北干旱区水土资源开发中所面临的环境及存在的突出问题，并在此基础上，提出了提高水土综合开发的基本途径和措施。
Xinjiang is a typical arid area in China. It is discussed on sime outstanding problems in the exploitation and utilization of water and land resources in Xinjiang in the paper. In order to increase the comprehensive benefit of water and land resources in the exploitation and utilization,some basic ways and measures are needed. Firstly,it should be enhanced on the comprehensive and systematical benefit evaluation about the exploitation of water and land resources. Next,the mechanisms of economizing water and land resources in exploitation should be perfected. The last, the coordinating optimal pattern of population, water and land exploitation,economy and environment should be established.
