摘要
学科建设涉及到很多部门和领域,是一项综合性很强的系统工程。它既要有总体规划同,又要从各个局部去实现,因此,需要从系统的整体出发,采取各种有效措施,抓主要矛盾,以达到系统的总体优化。
The establishment of a discipline which is concerned with various departments and fields is regarded as one project of system engineering. It requires an overall planning but is realized from each locality, therefore it is required that starting from the system as a whole, various effective measures be taken and the main contraction be grasped so as to optimize of the system as a whole.
