摘要
基础产业的发展需要有适度的超前性和政府的适度干预性。我国基础产业发展不足的瓶颈约束问题的症结是体制制约，其解决的出路在于：改革基础产业的产权制度、价格体制和投资融资体制等，让市场机制发挥资源配置的基础性作用；转变政府职能和政府经济工作重心，让政府机制发挥资源配置的主导作用。
Abstract Proper forecast and governments' intervention are necessary for the development of infrastructural industries. Reasons for the developmental bottlenecks of infrastructural industries lie in structural governs and the ways out lie in reforming the proprietorial system of infrastructural industries,pricing system and investment and funding systems, letting market mechanism plays its basic role,while governments convert their functions and the centers of their economic works,thus the governments will play their leading role of deploying resources.
