本文分析了建立四平市高新技术产业开发区的条件与必要性，提出了其发展模式，将其建设分为三个阶段，并对各个阶段的发展对策进行了探讨．
This artical analyzes the conditions and necessary that build the high tech industrial zones of Siping,gives us its developing pattem. Separates the building into three parts, and resarches the developing tactic of every part.
