摘要
可再生能源的发展需要政策激励,这一点已经得到广泛共识,目前阶段主要的问题在于,如何在众多可供选择的政策中做出判断,寻求既具有长远眼光又符合实际的政策,行之有效性地推动我国和上海的可再生能源有序健康发展。文章选取了在可再生能源方面有特点、有创意、有借鉴意义的国家和地区,对其相关经验进行了综述,其中对德国在发展可再生能源方面的成功经验进行了重点介绍,文中归纳和总结了这些经验中的共性,对配额制、政府定价和自愿购买的绿色能源制度等3种典型制度进行了简要评价,并针对上海作为经济中心城市的特殊情况,提出了几点相关建议。
It is unanimously agreed that policy inspiration is highly important for renewable energy development. At present, the main question is, how to judge and make our choice while there are so many kinds to choose, the policy chosen should either be suitable for the long term ,or according with the practice, and effective to drive the development of renewable energy in China and especially in Shanghai in order and healthily. In the thesis, some characteristic, creative and useable for reference experiences are summarized , meanwhile ,the successful experience of developing renewable energy in Germany is focused on. The thesis has also concluded and summed up the similarities of those experiences, and have evaluated briefly the three typical renewable energy inspiriting systems: quota system, government-price-decision system and voluntary green energy system, and then the suggestions were put forward for to Shanghai, an economy-center city.
