摘要
目前我国的听证程序制度还处在起步阶段 ,在立法、执法、司法三个方面 ,行政主体在实践中还不能够严格遵循听证制度所设定的价值目标 ,因此需要加以完善。
Hearing procedure system is very important in the administration system. Its core spirit is to obtain a impartial result with a fair procedure. The hearing system in our country is relatively at a starting stage, and need to be developed and perfected. It's a kind of prerequisite and guarantee of rule by law for the public officers to make decisions according to the legal hearing procedure. Its also the outline of rule-by-law.
