摘要
该文研究了晚清时期我国西北地区从烟毒输入地到烟毒输出地的变迁和由此引起的西北地方政府对烟毒实施治理的措施和对策 ,并从历史环境、文化心理、人文地理。
The article studies the changes from the exportation of opium drugs to importation of opium drugs in northwest China in late Ching period, and all kinds of prohibitive policies and measures the government of northwest China made. From the point of view of the environment of history,cultural psychology,humanity geography and science of law, the article studies the reason of opium drugs' inundation in northwest China.
