摘要
在防洪工程建设中,需要兼顾生态需求,合理引入生态工程技术,减轻水利工程对河流生态系统的负面影响,避免自然河流的人工渠道化和非连续化.很多发达国家的堤防工程规范中已明确提出了这方面的要求,并发布了有关的技术导则或手册.参考国外的经验和最新技术进展,从我国堤防工程建设的需求出发,提出我国堤防工程规范中应增加生态技术内容,并就防洪工程规划的原则、堤线布置及堤型选择、河流断面设计、岸坡防护、景观建设、工程施工和工程管理等几个方面相应条款的修订提出了具体建议.
In the construction of the flood control projects, it is necessary to give attention to the ecological requirements by reasonably adopting the technologies of the ecological engineering in order to alleviate the negative effects from the hydraulic projects and avoid both the channelization and the discontinuities of the natural rivers.Dike design and construction codes of many advanced countries have included the contents of the ecological engineering and the related technical guidelines or handbooks have been issued as well.The suggestions are put forward herein that the relevant Chinese codes should also include the technical contents of the ecological engineering to satisfy the requirements of the hydraulic project construction concerned.By referring the foreign experiences and technical advances, some concrete modification suggestions are brought forward in the aspects of project planning, dike alignments and types, river longitudinal and cross sections, riverbank protection and revetments, landscape, project construction and management, etc.
