摘要
为实现2020年我国国内生产总值比2000年翻两番的奋斗目标,能源建设和能源发展的任务非常艰巨。目前我国能源供应以煤炭为主,考虑到资源限制和环境污染问题的约束,调整能源结构,减少煤炭在一次能源消费中的比重,是一项十分重要的任务。利用好丰富的、具有无温室气体排放、可再生的水能资源是我国能源政策的必然选择。因此,制定水资源综合利用规划,实施流域综合开发;高度重视环境保护,促进人与自然的协调发展;深入研究移民安置和移民发展问题,抓好库区移民工作和后期扶持发展;发挥水能资源优势,促进地区间协调发展;加强国际间的交流与合作,共同促进水电建设健康发展等,是我们今后要做好的五方面工作。
In order to achieve the goal that the GDP of the year 2020 quadruple that of the year 2000, the task of the energy construction and development is arduous. At present, the coal is the main energy in China. Considering the restrain imposed by limited resources and pollution to environment, it will be important task to adjust energy composition so as to reduce the proportion of coal in the primary energy consumption. To make a good use of abundant non-gaseous emission, renewable water potentials is an obligatory choice in our energy policy. Therefore we have to carry out the following five task: To work out a master plan for multi-purpose development of water resources and carry out a multi-purpose river valley development; To attach great importance to environmental protection so that human being and nature will develop in a harmonic way; To study further the issue of people resettlement and the development of resettlement areas so as to secure a satisfactory resettlement of people and support to economic development after resettlement; To give full play to the advantages of water resources and to promote a well-coordinated regional development; To enhance the international exchange and cooperation so as to enable a sound development of hydropower in the world.m
