摘要
本文论述了我国公共政策执行中存在的主要问题,分析了影响我国公共政策有效执行的因素,并且有针对性地提出要建立更加科学合理的公共政策体系,充分发挥公共政策利益调控器的作用;要建设具有回应性、代表性、责任性的政府,充分发挥各级政府在政策执行中的主导作用;要加强政策执行者能力、责任、道德的培养,充分发挥其在政策执行中的主力作用;要扩大目标团体参与决策的空间,充分发挥其在政策执行中的协同作用;要完善公共政策执行的监控、评估、反馈机制,充分发挥其公共政策执行中的督导作用,从而提高我国公共政策执行力。
In this paper,the author states the major problems in the implementation of public policies,analyzes the factors which influence the effective implementation of public policies,and puts forward the following measures to enhance the implementary power of public plicies in china:1)To establish more scientific and reasonable public policy system to bring its role of controller of public policies into its full play;2)To construct a government which can make quick response,represent the people and have a sense of responsibility to make the governments of all levels play a dominant role in the implementation of public policies;3)To enhance the cultivation of the capability,responsibility and moral of policy implementers to make them act as major players in the implementation of public polisies;4)To increase the opportunities of target groups in decision-making to make them be more cooperative in the implementation of public policies;5)To implementation of public policies to make them play the role of supervising the implementation of public policies.
