摘要
要加强党的执政能力建设,首先应弄清为谁执政,怎么执政的问题。本文从党的领导、人民当家作主、依法治国的视角入手,研究了法制社会下党的执政理念、执政方式及科学执政的特征性原则,阐述了党的利益与人民利益、党内民主与民主集中制、领导与执政的辩证关系,提出了党的基本执政理念是核心性执政、党的基本执政方式是民主执政,党的基本执政特征是依法执政。
The Forth Plenary Session of the Sixteenth Central Committee decided to strengthen the construction of the administrative ability of our party and make clear for whom and how to administrate. From the perspective of the leadership of our party, the mastership of the people and administrating the country according to law, this article studies the characteristic principle of our party's administrative concept, administrative style and its scientific administration,expounds the dialectical relationship between interests of the party and the people,between democracy of the party, that of the people and democratic centralism;between leadership and administration and points out that the administration of our party is centripetal in basic concept, democratic in style and its basic characteristic is administrating according to law.
