集中行使城市规划行政处罚权是国家推行相对集中行使行政处罚权工作的内容之一。由于城市规划管理及其行政处罚过程具有特殊性,集中行使城市规划行政处罚权时,应注意部门之间的责任划分和程序衔接,并建立完善的监督机制。
The centralized exercise of administra-tive punishment right in urban planning is one of themeasures taken by our country to exercise the ad-ministrative punishment right in a relatively central-ized way.Because of the particularity of urban plan-ning administration and of its administrativepunishment,it is necessary to pay attention to thedivide of responsibilities between departments andthe connections between procedures and a per-fect supervision mechanism be established.[
