十六大明确提出"形成全民学习、终身学习的学习型社会,促进人的全面发展"和"加强职业教育和培训,发展继续教育,构建终身教育体系".终身教育体系和学习型社会的构建,必须以转变教育观念为导向,以大力发展成人教育为重点,在体制上有所突破和创新.
In dealing with the construction of life-long education system and learning society, the author puts forward we should take chaning educational idea as guidance, regard developing adult education as key point, make breakthrough in educational system.
