摘要
民工荒主要是结构性失业的一种表现,是民工在知识、技能、性别、地区、年龄等供求结构上的失衡。其产生的深层次原因在于农村人力资本投资不足、教育体制的缺陷、企业用工观念滞后及农村信息化建设滞后导致的就业信息不对称等,因此,也需从以上几个方面去解决这一问题。
The shortage of rural workers is a manifestation of structural unemployment characterized by the unbalanced supply-and-demand structure in the workers’ knowledge, skills, sexes, regions and ages. The underlying reasons for this phenomenon are the scanty human-capital investment, the defective educational system, the backward attitude toward employment on the part of many enterprises, and the unequal accesses to employment information due to the retarded informationization in rural areas. Therefore, the problem cries for solution in terms of the above-mentioned aspects.
