摘要
2010年上海世博会的直接投入将达到300亿元人民币,而衍生投入是其5-10倍,主要方向为交通网络,通信以及相关公共设施配套等。城市化的进程催生了市政债券的诞生。尽管目前我国由于1994年《预算法》的限制,地方政府不能发行地方债务,本文通过对资本市场以及市政债券“载体”的讨论,认为从投资者角度上海已经具备了发行世博市政债券的基础。
The direct investment of EXPO 2010 shanghai will achieve 30 billions, and the derivative investment will be 5-10 times. It involves traffic-net, communications and interrelated public construction etc. . The urbanization results in the birth of municipal bond. Although it's forbidden that local governments issue debts according to 'Budget Act' which was published in 1994, the conclusion is drew that it' s in good condition of issuing municipal bond by the discuss about capital market and the carrier of municipal bond in this paper.
