摘要
随着新形势下财政支农目标体系的变化,财政支农体系也应绿色化。本文在界定绿色财政支农体系内涵的基础上,提出从改革现有不合理的财政补贴制度、建立农业环境保护补贴机制、调整农业财政投资结构、完善农业与环境保护税制、合理界定中央与地方农业财政环保事权与财权五个方面建立绿色财政支农体系。
With the variation of aims of supporting agriculture development in new circumstances, the financial system that supports agriculture should orient to green system. The author of this paper thought we can establish the green financial system that supporting agriculture from the following aspects: reforming the unreasonable financial subsidy system; establishing agricultural environmental protection subsidy system; adjusting agricultural investment structure; perfecting agricultural and environmental tax systems; rationalizing duty on agricultural environmental protection between local and central government.;
