摘要
为适应社会主义市场经济的要求，必需不失时机地调整水环境保护整体思路，建立新战略。新战略的内容是：动员全社会在源头削减污染物产生量；全面实行排放水污染物总量控制；把水环境保护纳入市场经济轨道；建立强有力的水环境管理机制。
in order to suit the needs of the socialist market economy we must change our overall train of thought and establish the new strategy on water environmental protection as soon as possible.The contents of the new strategy are as follows,1.Mobilize the whole society to avoid generating pollutants in the first place.2.Completely implement total load control for water pollutants discharge.3.Bring the water environmental protection into the right track of market economy.4.Set up a vigorous management system for water environmental protection.
