摘要
社会主义公有制决定我国房地产经济运行及其调控管理要以广大劳动者生活需要的较快提高为出发点、归宿点和推动力。针对我国房地产宏观调控存在的问题,政府要进一步垄断土地一级市场,同时调控好二、三级市场,建立一个公正、公平、公开的市场运作机制;加强房地产金融、财税体系的调控,发挥金融政策对房地产市场的有效调节作用;完善房地产法规体系,加强执法监督。
It is the socialist public ownership that determines that the circulation and regulation of real estate economy in our country should take the living needs of the vast laborers as its starting point, end-result and impetus. In allusion to the existing problems in macroscopic regulation and controlling of real estates in our country, the government must further monopolize the first-class market of land and at the same time regulate and control the second- and third-class market, thus setting up a fair, just and open market operational mechanism. Furthermore, it is necessary to reinforce the regulation and controlling of real estate finance and taxation, exert the effective adjusting role of financial policies to the real estate market, and consummate the statute system for real estate and strengthen execution of and supervision by the laws concerned.
