摘要
本文通过对陕西省分阶段和分行业就业弹性变化趋势及产业结构和就业结构相关性以及偏离度的实证分析,提出解决陕西省就业问题的思路是实施就业导向的经济增长战略。通过发展第二产业促进"蓝领就业";优化第三产业内部结构,完善社区就业体系;通过工业化加快第一产业剩余劳动力转移;以及施以积极的就业政策提高经济增长的就业弹性系数,缓解严峻的就业形势。
On the basis of the empirical analyzing of the moveme nt on Shan'xi employment elasticity and the pertinence and the departure degree of the industry structure and employment structure, the article probes the train o f thought to Shan'xi employment is to carry out the employment orientation econo my increasing strategy. That is to develop the labor-dense industry middle or l ittle enterprises, accelerate agriculture industrialization, encourage countrysi de overplus labors to transfer to the second industry, improve the community emp loyment in the third industry, and raise the employment elasticity by implement of active employment policy.
