摘要
本文从中观和宏观层面分析了目前有碍我国科技查新行业发展的问题,包括科技查新政策法规、科技查新管理机构、科技查新机构及查新双方存在的问题等,并针对这些问题提出了相应的解决措施,以促进我国科技查新行业健康有序的发展。
This article analyzes the problems in the development of scientific and technical novelty-checking industry in China from the midscopic and macroscopic angles,including those involved with the policies and regulations for novelty-checking,the administrative institutions of novelty-checking,the novelty-checking institutions themselves and the two parties of the novelty-checking service.It also offers some solutions in order to promote the development of the scientific and technical novelty-checking industry in China healthily and in an orderly way.
