摘要
利用创新城市理念倡导新的城市发展观,对城市实力、竞争力和发展潜力等指标作出全新的诠释和评价,并通过分析、评价、组织系统和融资能力,在城市有限的金融和组织框架内落实城市创新方案。要进行创新理念、创新主体、创新体系三个范式的变革,必须实施"创新城市"战略,且城市发展应以技术创新和制度创新为首要措施,辅以知识创新和服务创新,不断培育新的技术创新点和经济生长点,以促进城市的科技、经济与社会的健康、快速发展。
<Abstrcat> Creative city is a new concept for the city development.It means the development of a city under the guide of a new leading concept, and a reform with a creative main body and a creative mechanism. It offers a new explanation and evaluation of a city's conditions, competitive capabilities and developing potentials. The development of a creative city depends on the innovation on technology and system, as well as the innovation on knowledge and service in order to cultivate new creativities in technology and economy, to promote a healthy and quick development of a city's technology, economy and social condition.
