摘要
文章从经济学的角度来考虑在征地过程中政府、征地主体和农民三者之间的利益分配关系,阐明在现行制度安排下,在各方的利益博弈中,土地价格如何实现最终的均衡,论述在何种条件下,三方的利益协调机制可以有效解决征地过程中带来的各种问题,同时也针对失地农民存在的问题提出了相应的政策建议。
This paper studies the relation of benefit distribution among government, land expropriating subject and farm in the process of land expropriating in the economics perspective. It is elucidated how the land price can realize the final balance in the present system and in the benefit fight of every sides. It is also explained how the three sides benefit coordinating mechanism and under what condition can efficiently solve various problems in the expropriating process. Relevant policy suggestions have also been presented to the problems of farmers who have lost their land.
