摘要
制约公共政策合法性的因素有:政策主体权威的衰减;决策主体违背决策程序;公共权力偏离公众价值取向;低水平的公民参与。为提升公共政策合法性,应采取以下策略:提高政策主体的综合素质;完善决策程序及相关的法律制度;加快法制化进程、完善监督机制;提高公民参与的程度。
The factors restricting legitimacy of public policy are as follows: The authority of policy subject is weakening; decision subject disobeys decision procedures; public power diverges from public value orientation; the low-level citizen participation. So we can take the following measures in order to improve the legitimacy of public policy: improve the comprehensive quality of policy subject; perfect decision procedures and related legal system; accelerate the legal process and improve supervision mechanism; improve the degree of the citizen participation.
