摘要
稳健财政政策实际是一种中性财政政策。目前,我国财政政策由积极向稳健转变,无论是从宏观经济形势发展,还是从财政政策短期效应来看,都是适时的。在稳健财政政策实施中,要注意转变政府职能,规范政策主体行为;注意以科学发展观为指导,贯彻“区别对待、有保有压”的原则;注意推动财政向公共财政转变。
Steady financial policy is a kind of neutral policy. The active financial policy is turning to steady policy now, this transformation is proper from the view of macro economic development and short term effects of financial policy. In the course of enforcement of steady financial policy, we should pay attention to function change of government and governing the conducts of policy principle, leading with scientific development viewpoint we must put forward the principle of dealing with each case on its merits and we must promote the change from traditional finance to public finance.
