定西市经济与生态环境互动机理研究 被引量:22

摘要 基于长时间序列数据,建立了甘肃省定西市生态环境脆弱性和贫困度测度指标体系,通过引入生态环境脆弱性和贫困度耦合关系判别函数,研究了该区生态环境脆弱性与贫困性耦合关系和驱动因子时间演进轨迹及其分异规律,揭示出了贫困地区经济与生态环境互动机理,即经济与生态环境矛盾更尖锐突出地表现为贫困地区生态环境脆弱性与贫困性的矛盾;贫困地区“脆弱—贫困”恶性循环是自然与人为共同作用的结果,而以人为作用为主。从总的时间演进轨迹看,定西市生态环境脆弱性与贫困性耦合关系表现为正在由不协调型向协调型演进的趋势,即贫困性逐步减小,生态环境逐步改善。从政策上分析,贫困地区生存方式可选择余地与其生态环境脆弱性密切相关,中国政府在贫困地区实施的一系列可持续发展政策,是贫困地区脱贫致富有效途径和有效缓解贫困地区生态环境脆弱性的重大举措。 Based on time series data, indicator systems of ecological and environmental vulnerability and poverty in Dingxi city were developed. Through evaluation function of coupling model between ecological environment vulnerability and poverty, this study discusses the relationship between ecological and environmental vulnerability and poverty as well as the development trace and driving factors and reveals the interactive mechanism between economy and ecological environment in the poor region, i.e., the contradiction between economy and ecological environment is acutely and obviously the contradiction between ecological environment vulnerability and poverty; a vicious circle of ecological and environmental vulnerability and poverty resulting from the interaction between natural environment and human activities, especially from the human actions. Alternative mode of subsistence mainly depends on the ecological and environmental vulnerability. The developed curves of coupling between ecological and environmental vulnerability and poverty show that the trace changed from incongruous type to harmonious type, in other words, the poverty in Dingxi has been abating and the ecological and environmental quality has been improving gradually. China's sustainable development policies implemented in the poor regions are not only important countermeasures for ecological and environmental protection and restoration, but also the efficient way for getting rid of poverty through economic development.
