摘要
全面建设小康社会必须形成比较完善的现代国民教育体系。人才是高校第一重要资源,高等教育要加速发展,高校人事管理的改革必须先行。因此,探析目前高校人力资源管理存在的问题,分析造成这些问题的原因显得相当必要。为此高校要树立人力资源管理的理念,深化机构编制管理改革,完善全员聘任制,全面推行工资总额动态包干制,大力推进后勤服务社会化,以提高人事管理的效率,适应全面建设小康社会的需要。
A relatively perfect modern national education system is essential to the building of a well - off society. To quicken the development of higher education, the reform of personnel management should be carried out in advance, for qualified personnel is the Number One important resources in universities. Therefore, it is considerably necessary to probe into the present problems and their causes hidden in the college human resources managment . In order to raise the efficiency of personnel management and meet the need to build the well- off society, universities should acquire the idea of human resources management, further the reform of the manning quotas, perfect the system of payment partly in kind and partly in cash, and, promote the socialization of rear service.
