摘要
广东省多年平均入海水量4018亿m3,并主要集中在汛期以洪水形式流入大海。文章根据广东省水资源与洪水特点,探讨了洪水资源化的途径及其安全保障措施:利用现有和新建水工程,采用科学合理的蓄、引、提、回灌与冲污等方式使洪水资源化;加强防洪调度与管理,以降低洪水资源化风险,确保安全利用洪水。该研究对解决广东省目前部分地区资源性和水质性缺水具有重要意义。
The mean annual runoff flowing into sea of Guangdong province is 401.8×10^9 m^3, the majority of which occurs in the form of flood in rainy seasons. Based on the analyses of the characteristics of water resources and flood water in Guangdong province, the measures for the utilization of flood water resources and its guarantee measures were discussed. It was proposed that the flood water can be reasonably used by utilizing the existing water resource facilities and constructing new facilities combined with scientific regulations by storage, withdraw, diversion, replenishment. In addition, it is also required to enhance flood control and management in order to reduce the risk of flood water use and to ensure the safety use of flood water resources. This study has significant implications for .mitigation of regional water stress in Guangdong province。
