摘要
从管制与自治的机制设计看,出租车数量管制是必要的。主体管制模式以实现“质”之管制的普通许可机制,来实现“量”之管制的有限公共资源配置,必然衍生出分配不公、许可与社会需求脱节等矛盾;而车辆管制模式较具优势。出租车管制模式的基本构造应为:以车辆管制模式为主体制度,以有偿竞争方式发放附有期限的许可,对个体化与公司化经营持开放态度。
It is necessary to regulate the amount of taxies according to the mechanism of regulation and self- governance. The basic structure of the regulating mode of taxies should be: the car- regulating mode is the principle system, the license with time limit is issued in the way of onerous competition, and individual operation and corporation operation are both permitted。
