摘要
本文从教师流动的主导、流动过程、流向和流动的效果等四个方面对中日两国教师流动进行比较,呈现了我国教师流动的不足,并以日本的教师定期流动制为借鉴,提出了规范和完善我国教师流动的的建议:第一,推动教师流动的制度化、法制化;第二,教师流动以促进教育均衡发展、教师质量提高为目的;第三,改革教师的人事制度;第四,实行同工同酬,出台特殊津贴政策。
By comparing teacher flow between China and Japan from the aspects of leading factor, flowing process,flowing direction and flowing result, this article presents the deficiency of teacher flow in our country. Taking Japanese teacher regular flow system for reference, we should take the following four measures to standardize and perfect teacher flow in China: Firstly, to promote the systematism and legalization of teacher flow; Secondly, the teacher flow should regard promoting educational development in proportion and improving teacher quality as its purpose; Thirdly, to reform personnel system; Fourthly, to carry out the system of equal pay for equal work and enact special allowance policy.
