摘要
非正规就业具有解决城市失业、缓解城市内部社会矛盾的特性,因而在全球范围内受到学界和政府的普遍重视。ILO是推动非正规就业发展的主要机构,但在ILO推进非正规就业过程中,非正规就业的概念出现了泛化而导致定义模糊的现象。非正规就业概念泛化的主要原因是ICT的发展而导致非正规部门与正规部门之间的界限模糊;为了便于可操作性和可统计性,导致非正规就业标准多样;非正规就业本身与非法经济、家庭经济紧密相关性,导致这一概念复杂化。从理论上对非正规就业的思考和界定,有助于非正规就业本身的发展。
Informal employment （IE） , as a way of solving urban unemployment problem and alleviating the social conflict in urban areas, has been of public concern worldwide. However, in practicing IE, people tend to define the concept of IE in a vague and broad way. The major causes for this, the author believes, are that the development of ICT leads to the obscure distinction between formal and informal departments and that the consideration of convenience in operating and in calculating leads to various criteria of informal employment. Besides, the close relationship between informal employment, informal economy and household economy makes the concept complex. A theoretical thinking on IE and definition of the concept will contribute to the development of IE.
