在新的历史阶段中,大家共同关心的问题是,我国卫生事业的改革与发展如何适应社会主义市场经济新体制的要求,这就涉及到医疗服务市场是否客观存在,其特殊性怎样;如何发挥和利用市场机制作用;如何改变政府职能,健全宏观调控等一系列问题。
Medical service is a special commodity. Medical service market is an incomplete market of objective reality. Therefore, adjusting effects of the market mechanism should be fully playde and utilized according to the characteristics of health sector, the operation mechanism should be transformed and the system of medical service price should be put in order according to the requirement of the overall objective of health reform ; the proportion of compensation should be enlarged; negative factors of medical market should be prevented and overcome; double resource allocation system combined with plan and market should be built to make the development of hospital suit the needs of new market economic system.
