摘要
我国住房需求的影响因素复杂且具有中国特色,住房在很大程度上承担了价值储藏功能。如果说我国住房价格异常,那是因为住房需求异常,正是过度膨胀的需求使得房价上涨预期强烈,这种预期反过来又影响了消费者和供给者的行为。要改变房价上涨趋势,关键不是控制供给,而是改变需求,而改变需求的关键,一是改变房价上涨预期,二是让民间资本有充分的出路。房价上涨预期与供给不充分有关,如果希望房价稳定,应该增加而不是抑制供给,需求不变时,只有竞争性供给才可能对价格产生压力。不论是改变需求还是增加供给的竞争性,根本问题是政府行为的调整。
The contributing factors of housing demand are complicated and with Chinese characteristics.To a large extent,housing assumes the function of value-storing.If there is a fact that the housing prices are abnormal in China,that is due to the abnormal housing demand.It is the over-expanding demand that makes the expectation of rising housing prices is strong,which in turn affects the behavior of consumers and suppliers.The key to change the growing trend of housing prices lies in not the control of supply but the change of demand,whereas the key to change the demand depends on changing the expectation of rising prices on one hand and giving large room to civil capital on the other hand.The expectation of rising prices has something to do with the insufficient supply.Therefore,the supply should not be controlled but increased to stabilize housing prices.When demand does not change,only competitive supply can cause pressure to prices.No matter change demand or raise the competitiveness of supply,the fundamental issue is the adjustment of governmental behavior.
