摘要
以对外部成本概念的讨论和对核电与其他发电系统的安全、环境特性的比较为基础,叙述了国际上对各种电力系统外部成本研究进展和主要结果,对在中国的燃煤电厂排放SO2和CO2的外部成本作了分析估算,并提出了对策建议。
Based on the discussed concept of external cost and compared safety/environment characteristics for nuclear and other electric generation systems, the paper has described the international research progress and main results on external costs of electric generation systems, and analyzed the estimation of external costs for SO2 and CO2 emissions from coal-fired plants in China, and relevant countermeasures have proposed.
