摘要
改革开放以来,我国农村经济取得了巨大的发展,同时也出现了一些新的问题和新的困难。其中最重要的是农村人力资源的素质严重地制约着我国农村经济结构的调整,制约着农村现代化进程,制约着小康社会的实现。因此,从人力资源的视角来研究“三农”问题具有重要的理论意义和现实意义。
Since the reform and opening-up, enormous developments have been obtained in rural economy ot our country, while some new problems and new difficulties have also appeared. The most serious problem is the quality of the human resources, for it is badly affecting the adjustment of the structure of rural economy of our country, restricting the rural modernization step, restricting the realization of the well-off society. So it is important and realistic to study the ＂ three agricultural ＂ problems from an visual angle of human resources.
