摘要
作者通过对传统规划理论、系统规划理性规划理论的批评,以及通过以建立和追求共识为核心要素的沟通式规划,对在市场经济中能更有效地实现发展的目标,能够适应竞争环境的实用主义的规划分析。
Through critical assessment of the traditional planning theories, i.e., systematic planning theory, rational planning theory, and the consensus seeking of communicative planning theory, as well as the pragmatic planning theory, which could be more effective to reach objectives under the competitiveness, the author proposes a Four Principles System of the planning performance theory. This system, which consists of various planning concepts, will be applied in the assessment of the planning performance.
