摘要
20世纪初曾长期在上海主持中外商约谈判的吕海寰不仅是中国一位爱国外交家,也是中国红十字会创始人之一。从1894至1898年,吕海寰在镇江、上海道台及出使德国和荷兰大臣任上曾参与清政府一些内政外交活动,受到了朝野上下中外人士的赞誉;在百日维新前夕,他上书光绪皇帝提出有关内政与外交的改革主张。
Lv Hai-huang, who had long been the chief negotiator to take charge of the business talks in Shanghai in the 1920s, was not a patriotic diplomat but one of the forefathers of the China Red Cross Organization. From 1894-1898 when lv Hai-huang was in Zhenjiang and Shanghai and when he was the Chinese ambas- sador in Germany and Holland, he took part in some civil and foreign diplomatic activities of the Qing government and was highly spoken of by the govermnent officials and the common people as well as some foreigners. Before Bai Ri Wei Xin movement, submit to Emperor Guanxu a written statement about some of his ideas on the civil and diplomatic affairs.
