摘要
世界经济好转和国际贸易回升为中国外贸提供了良好的需求环境。然而,与中国的进出口总值迅猛增长相伴随的,却是国际市场上对华反倾销案件的迅猛增长。美国是对中国启动反倾销调查最多的国家,由于仍然视中国为“非市场经济国家”,大多数情况下在“正常价值”问题上采用“替代国制度”,本文以替代国问题为对象,结合具体案例,为中国企业进行应诉提出了一些对策。
The better situation of world eeonomy and improvement of international trade provide a good need environment for Chinese foreign trade. However, with the quick increase of total amount of Chinese import and export, there are more and more anti-dumping cases against Chinese enterprises in world market. America is the country where there are the most anti-dumping cases against China. It still thinks China as a“non-market economy country”, so, under the most situation, they use“substituting country” to solve“ normal value” problem. This article, combining with concrete cases, chooses substituting country as the target to put forward some countermeasures.
