摘要
全面建设小康社会的阶段特征要求实现社会发展观的转变,即以人为本、协调、全面、可持续发展的发展观。另一方面,经济社会全面发展,要求文化力的拉动和规范,必须强化政府文化职能以实现社会的全面发展。
Overall construction of well-off society requires changing social development outlook into human-based, coordinated, overall and sustainable development outlook. On the other hand, overall development of economy and society requires promotion and standardization of cultural force and governmental cultural duty must be enhanced in order to realize overall development of society.
