不平衡报价是投标者在工程投标过程中经常使用的一种方法,目的是为了获得更多的收益。作者结合在公路投标中的实践经验,给出了公路工程不平衡报价常采用的几种策略,并从招标者和投资方的角度出发,追根溯源,阐述了在招标过程中应对不平衡报价的控制对策。
The unbalanced bidding is frequently used in engineering bidding by the bidder to gain more profit. Based on the practice, several common strategies for the unbalanced bidding of highway engineering are provided. And for the sakes of the tender and the investor, tracing the unbalanced bidding to its source, discussion is made on the countermeasures.
