摘要
我国公共体育场馆经营体制转轨基本完成,经营模式多种并存,资源配置基本合理,经营效益明显转好。但仍不同程度地存在着管理体制陈旧,国有资产流失严重,场馆自身经营条件差,主副业方向不明,体育经济政策法规滞后,场馆经营包袱沉重,经营管理人才量少质低,体育市场容量小和消费水平低等一系列问题。要改变这种现状应该做到:突破传统桎梏,树立“资产”观念;实施“脱勾”工程,引进资产运营机制;解放经营思想,树立市场观念;改变经营格局,借力改善条件;深化内部改革,提高管理效率;加大人力资本投入,打造体育经理阶层;完善体育经济政策,规范体育市场管理。
The reform of public stadium .business management system has almost finished. There exist various management modes. The resource distribution is reasonable and the benefits are getting better. Nevertheless, the management system lags behind;the state capital is running off;the stadium management is not good; the pillar industry has not been defined; the sports economic regulations and laws are not perfect ;people in charge of the stadium management are not enough; and people are spending little in sports etc.. Therefore, it is necessary to break the traditional limits and establish the idea of “capital” ; to introduce capital running system into practice; to liberate ideas and to take the market into consideration; to change the operation patten and improve the business condition;to deepen the internal reform and promote efficiency ; to put in more investment on human resources and train more sports managers; to perfect sports economic policies and regulate sports market management.
