摘要
保持被征地农民实际收入水平不下降并有一定增长,必须成为其原有生活水平不降低的衡量标准.要达到此标准,则应从确保经济补偿收益、消除基本生活风险、增强收入获得能力等方面建立起对被征地农民的经济补偿和生活保障体系.
To ensure the growth in actual income level of the farmers with land levied, should become a measure standard to judge whether their living levels drop or not. Therefore, a system of economic compensation and living insurance for the farmers with land levied, involving compensative income, basic life venture and income ability, should be estabilised.
