摘要
采用C-D生产函数,测度耕地对粮食生产能力的影响,结果表明:耕地对提高粮食生产能力起着至关重要的作用,而这种影响其实质就表现在耕地流失上:包括耕地面积的减少和耕地质量的降低。详细剖析了耕地流失的途径,鉴于我国后备耕地资源的数量有限,开发的难度极大,得出提高我国粮食综合生产能力的现实途径,只能是减少耕地隐性流失。最后提出减少耕地隐性流失、提高粮食综合生产能力的政策建议。
This paper estimates the impact on grain production capacity of cultivated land with the most popular C-D production function, the result indicates the cultivated land plays an essential role in improving grain production capacity , and its essence of this kind of influence displays on the cultivated land loss: including reducing of the cultivated area and reduction of cultivated land quality. Then, the paper analyzes the way of the cultivated land loss in detail, whereas the quantity of resources of reserve cultivated land of China is limited, the difficulty of development is great, we find that reducing the recessive loss of cultivated land is the only realistic way to improve integrated production capacity of grain of China. Finally, the paper gives some policy recommendations on reducing the recessive loss of cultivated land and improving integrated grain production capacity.
