摘要
德国养老保险体制有较长的历史,其养老保险行政管理与经营是分开的,经营体制中又呈现多部门、多层次国家与私人保险机构并存的特点。德国针对养老保险日益加重的资金困难,不断实施养老保险体制改革,其保持养老保险的三个支柱作用的做法(国家养老保险、企业养老保险和私人养老保险)值得中国借鉴。
The German old age insurance system (GOAIS) has a long history. The administration and running of GOAIS are separate. The running system takes on the characters such as multiple departments, multiple layers, the concurrent existence of state owned and private insurance agency and so on. Facing the increasingly serious capital difficulties on the old age insurance (OAI), the German government keeps on carrying out the reform of the OAIS. It sets a good example to China to maintain the three main aspects of the OAI (nation OAI, enterprise OAI and private OAI). This article also brings up the following main viewpoints: establish open OAI information system; reform the management form of the OAI funds; enlarge the local government's independence in the old age insurance (OAI) management.
