摘要
西部农村人力资源开发具有重要的理论和现实意义。针对目前存在的受教育程度低,就业能力差等问题,充分发挥政府的作用,以职业教育为中心,积极推进农科教结合,建立和完善农村社会保障体系,采取有效的激励措施,提高我国西部农村人力资源的质量,促进西部经济与社会的可持续发展。
There is a large population of 800 million in rural areas, which is near 30% in western China. The status quo of large quantity and low quality of rural manpower has been the big barrier of the development of rural economy. Human resources of the western countryside should be developed by means of putting emphasis on vocational education; boosting the combination of agriculture, technology and education; establishing social security system and taking effective motivational measures. Government should play key role in rural human resources development. Therefore, rural human resources development is of practical and long-term importance to realize the sustainable development in western China.
